We include those prosecuted for exercising their legal rights as well as those who have been unlawfully, or manifestly disproportionately, prosecuted for political reasons by the authorities. We do not include those who have used violence against persons or have called for violence on grounds of religion, nationality, ethnicity, and so on. The full criteria for classification as a political prisoner can be found on our website.
There are 340 names on this list.
At present, these are predominantly Muslims, mostly charged with membership in the banned organisations Hizb ut-Tahrir al-Islami and Tablighi Jamaat, as well as Muslims accused of membership in the probably non-existent organisation At- Takfir wa al-Hijra. The Jehovah's Witnesses has been another major group of victims of religious persecution, whose organisations were unjustifiably declared extremist and banned in 2017.
Those recognised as political prisoners include 205 individuals prosecuted on charges of membership in the banned Hizb ut-Tahrir al-Islami and 104 prosecuted on charges of affiliation with communities of Jehovah's Witnesses.
This list is manifestly incomplete. It contains only those people and cases for which we have been able to collect and analyze sufficient information to draw a reasoned conclusion about the politically motivated and unlawful nature of the criminal prosecution. The list does not yet include the names of many individuals whose prosecution contains evidence of being unlawful and politically motivated, for the reason that we have either not yet received, or are still analyzing, the necessary information about these cases. The total number of people prosecuted in similar cases is at least three to four times higher than those contained in the list.
We can assume the motives behind the repressive measures against the Muslims on this list include the need for propaganda justifying the reality of the terrorist threat and demonstrating the fight against international terrorism; the suppression of independent associations, even though they do not present a real danger to the public (something practised not only against religious groups); and the corporate interests (in terms of crime statistics) of the relevant law enforcement agencies. In some cases, such as the prosecution in Bashkortostan of human rights defender Rustem Latypov and activist Linar Vakhitov, and in Crimea of human rights defenders Emir-Usein Kuku and Server Mustafayev, the motive, it can be assumed, is also to end the legitimate activities of the victims of prosecution.
The prosecution of residents of Crimea on charges of membership in Hizb ut- Tahrir, of which there are 68 cases in our list, should be highlighted because this organisation is legal in Ukraine and the prosecution of real and alleged members in Crimea is itself an additional tool of intimidation against the Crimean Tatar population and a means to suppress civic activity.
The tightening of legislation and law enforcement practice has resulted in a large number of cases in which charges related to Hizb ut-Tahrir are now prosecuted under Article 205.5 of the Russian Criminal Code (‘Organisation of activities of a terrorist organisation and participation in the activities of such an organisation'), which provides for sentences up to life imprisonment, and simultaneously under Article 278 of the Russian Criminal Code (‘Preparation for the violent seizure of power'), which provides for sentences of up to 10 years' imprisonment. The sentences handed down by the courts are also becoming longer. The prosecution of Muslims on charges of membership in Hizb ut-Tahrir has been analyzed in detail in a 2018 report by Memorial's Programme for the Support of Political Prisoners.
The rapid growth in the number of political prisoners in this list continues, in part because of the mass repression of Jehovah's Witnesses. In the spring of 2018, searches and arrests began in various regions of the Russian Federation affecting dozens of Jehovah's Witnesses, many of whom subsequently became defendants in criminal cases and were remanded in custody. Thirty-five Jehovah's Witnesses are currently serving prison terms and a further 16 have already served their sentences.
This list also includes 15 Muslims convicted in 2016 on charges of preparing the bombing of the Kirghizia Cinema in Moscow and nine Muslims convicted in 2019 on charges of preparing an explosion in the St. Petersburg metro. We believe all these individuals were victims of unproven charges based on fabricated evidence because of their religious affiliation.

Mr. Akhtakhanov has been held in custody since 27 November 2013.
- Balakadashev, Inyal Ibragimovich, was born on 12 August 1987. Legally, a resident of the village of Kaladzhukh of the Dokuzpar district of the Republic of Dagestan, he actually lived in the city of Petropavlovsk-Kamchatsky in Kamchatsky Krai. He is married and completed secondary education. Prior to his arrest, he worked as a sailor. He was sentenced to 11 years of imprisonment in a strict-regime penal colony under Article 30, Part 1, in conjunction with Article 205, Part 2, Point ‘a' (‘Preparation of a terrorist act to be committed by an organised group'), Article 222, Part 3 (‘Storage of arms by an organised group'), Article 223, Part 3 (‘Manufacturing of arms by an organised group') of the Russian Criminal Code for allegedly plotting a terrorist attack in the Moscow “Kirgizia” cinema as an alleged member of the banned organisation of At-Takfir wa al-Hijra. Mr. Balakadashev has been held in custody since 27 November 2013.
- Balakadashev, Nurmagomed Ibragimovich, was born on 8 July 1983. - Cheprasov, Sergei Sergeyevich, was born on 10 June 1990. Legally, a resident of the village of Sukhaya Olshanka of the Chernyanka district of Belgorod Oblast, he lived in the city of Moscow. He is single and completed professionalised secondary education. He was sentenced to 11 years of imprisonment in a strict-regime penal colony under Article 30, Part 1, in conjunction with Article 205, Part 2, Point ‘a' (‘Preparation of a terrorist act to be committed by an organised group'), Article 222, Part 3 (‘Storage of arms by an organised group'), Article 223, Part 3 (‘Manufacturing of arms by an organised group') of the Russian Criminal Code for allegedly plotting a terrorist attack in the Moscow “Kirgizia” cinema as an alleged member of the banned organisation of At-Takfir wa al-Hijra. Mr. Cheprasov has been held in custody since 27 November 2013.
- Esmurzayev, Khoso Gashimovich, was born on 27 August 1976. Legally, a resident of the village of Zyazikov-Yu rt of the Maglobek district of Ingushetia, he lived in the city of Moscow. He completed secondary education and is single. Prior to his arrest, he worked as a taxi driver. He was sentenced to 11 years of imprisonment in a strict-regime penal colony under Article 30, Part 1, in conjunction with Article 205, Part 2, Point ‘a' (‘Preparation of a terrorist act to be committed by an organised group'), Article 222, Part 3 (‘Storage of arms by an organised group'), Article 223, Part 3 (‘Manufacturing of arms by an organised group') of the Russian Criminal Code for allegedly plotting a terrorist attack in the Moscow “Kirgizia” cinema as an alleged member of the banned organisation of At-Takfir wa al-Hijra. Mr. Esmurzayev has been held in custody since 27 November 2013.
- Fataliev, Shamil Kamilyevich, was born on 1 October 1968. A resident of the city of Saint Petersburg. He completed a specialised secondary education. He has two underage children. Prior to his arrest, he worked as a carpenter and a fitter. He was sentenced to 7 years of imprisonment in a general-regime penal colony under Article 282.2, Part 1 (‘Organisation of the activities of an extremist organisation') for his alleged membership of the banned organisation of At-Takfir wa al-Hijra. He has been held in custody since 24 May 2017.
- Makhmudov, Tazhib Taimirovich, was born on 4 May 1982. A resident of the city of Moscow. He completed secondary education and is married with two children. Prior to his arrest, he worked as a driver. He was sentenced to 13 years of imprisonment in a strict-regime penal colony under Article 30, Part 1, in conjunction with Article 205, Part 2, Point ‘a' (‘Preparation of a terrorist act to be committed by an organised group'), Article 222, Part 3 (‘Storage of arms by an organised group'), Article 223, Part 3 (‘Manufacturing of arms by an organised group'), Article 222, Part 1 (‘Storage of arms') of the Russian Criminal Code for allegedly plotting a terrorist attack in the Moscow “Kirgizia” cinema as an alleged member of the banned organisation of At- Takfir wa al-Hijra. Mr. Makhmudov has been held in custody since 27 November 2013.
- Maslakov, Artur Konstantinovich, was born on 2 July 1983. A resident of the city of Moscow. He is single and has an incomplete secondary education. Prior to his arrest, he was not officially employed. He was sentenced to 12 years of imprisonment in a strict-regime penal colony under Article 30, Part 1, in conjunction with Article 205, Part 2, Point ‘a' (‘Preparation of a terrorist act to be committed by an organised group'), Article 222, Part 3 (‘Storage of arms by an organised group'), Article 223, Part 3 (‘Manufacturing of arms by an organised group'), Article 222, Part 1 (‘Storage of arms') of the Russian Criminal Code for allegedly plotting a terrorist attack in the Moscow “Kirgizia” cinema as an alleged member of the banned organisation of At-Takfir wa al-Hijra. Mr. Maslakov was held in custody from 27 November 2013 to October 2020, when he was released due to his poor health. In August 2021, he was taken into custody once again.
- Nasimova, Matlyuba Islomovna, was born on 30 July 1960. Legally, a resident of the city of Samarqand of the Republic of Uzbekistan and an Uzbekistani national, she lived in the city of Moscow. She holds an incomplete higher education degree from the Samarqand University. She is married with eight children, two of them being underage. Prior to her arrest, she worked as a housemaid and sublet places in a flat that she rented. She was sentenced to 11 years of imprisonment in a general-regime penal colony under Article 30, Part 1, in conjunction with Article 205, Part 2, Point ‘a' (‘Preparation of a terrorist act to be committed by an organised group'), Article 222, Part 3 (‘Storage of arms by an organised group'), Article 223, Part 3 (‘Manufacturing of arms by an organised group'), Article 222, Part 1 (‘Storage of arms') of the Russian Criminal Code for allegedly plotting a terrorist attack in the Moscow “Kirgizia” cinema as an alleged member of the banned organisation of At-Takfir wa al-Hijra. - Ramazanov, Islam Magamedkerimovich, was born on 24 September 1984. Legally, a resident of the city of Derbent in Dagestan, he lived in Moscow. He completed secondary education and is single. Prior to his arrest, he worked as a driver. - Saraliev, Ersmak Shagidovich, was born on 26 March 1959. Legally a resident of the urban community of Komsomolsky of the Chernozemelsky district of the Republic of Kalmykia. He is single. He completed secondary education and he was an entrepreneur. He completed secondary education and, prior to his arrest, worked as a construction worker. - Karimova, Shokhista Sodikovna, was born on 4 May 1971. She is a citizen of Uzbekistan and resided in Lesnoy Gorodok, Moscow Oblast. Ms Karimova completed specialised secondary education. Prior to her arrest, she worked as a food prep worker in a cafe. He was held in custody from 16 May to 26 December 2019, when he was released under a ban on certain activities. On 23 September 2021, he was taken into custody once again.
- Zakaryan, Vardan Pegatosovich, was born in 1971. A resident of the city of Moscow, he is a tailor. He was detained on 24 November 2020. During his detention, he was beaten and subject to psychological pressure. On 30 November 2020, he was placed under house arrest.
